Role Context

Armstrong Works deliver the Steps to Success programme across Bangor and Newtownards, delivering a range of employability support to jobseekers referred to us such as; employability coaching, vacancy matching, mentoring and ultimately moving jobseekers into sustained employment.

Role Summary

As the Programmes and Performance Manager your primary remit will be to ensure the effective running of centre based programmes to the satisfaction of our Prime Contractor (Ingeus) and the Department for Education and learning. You will be accountable for ensuring the achievement of contractual targets whilst also ensuring strict adherence to quality and compliance guidelines, ensuring that our customers experience a high quality provision. You will have line management responsibilities for all staff based across 2 sites and will require excellent people management skills, leading and motivating your teams to achieve targets and investigating any under performance.

Your role will also involve building excellent working relationships our sub contract/partnership managers, acting as the primary local contact with Ingeus attending meetings, audits and networking events as required. You will also be responsible for upholding the highest levels of information security standards and data protection compliance, strong IT and data skills are a must as you will be expected to produce and analyse management information and report to senior management with this.

This role will require frequent travel between the 2 sites under the management remit of this position in Bangor and Newtownards; it will also involve occasional travel to our Manchester based Head office as required.

Skills, Knowledge and Experience

In order to achieve success in this role we are looking for somebody with excellent leadership skills and experience of leading, motivating and inspiring teams across sites. We require someone who can demonstrate their previous use of management skills including performance management, recruitment and the training and development of staff.

This is a target driven position so experience of working in a target driven, payment by results environment is a must with the ability to set and achieve individual and team targets.

The ability to effectively use Excel/MI systems is also necessary for the purpose of collecting, analysing and reporting on management information for senior managers along with knowledge of data security issues.

Experience of ensuring effective quality of provision and contractual compliance is essential, additionally a working knowledge of Steps to Success or other Welfare to Work contracts would be desirable.

Literacy and Numeracy qualification to a minimum of Level 2 are essential with a Management Qualification being desirable.

What you will get in return

You will be offered a salary of £30,000 per annum plus an attractive management bonus scheme linked to the achievement of targets. Initial training and on-going support will be provided to ensure you gain a full understanding of the role, the contracts and all its responsibilities but you will also have the autonomy and with it accountability to manage your own sites and implement improvement plans as you see fit.
